To enable HTML Editor on Email Forms, you will need to have emailing/faxing module with the software to make use of this.

1) Go to [Services] than [Features]

2) Search for [3,29] in the search box and press enter. Make sure the feature is check boxed.

Purpose: This feature will enable the HTML editor on email forms for better presentation and control.
